Dan! You rock! Fixed!

I have learned 3 things from the part II checkout, which will now be 
referred to as Ward's Laws of Elecraft Assembly(tm):

1. Put in ALL the parts.

2. Put all the parts in the right holes.

3. FLIP THE SWITCH ON THE ANTENNA TUNER SO THE ANTENNA IS CONNECTED 
TO THE RIG! (*cough*)

My ears are now being blown off even with the pre-amp off, ground / 
capacitance signal changes gone -- everything working super.

You know, you're across the room staring and staring at the board 
which just _has_ to be broken!...who'd have thought to go check the 
selectors on the antenna tuner...?
