Underground lines are NOT RFI free. As for safety, for every person
who will install an antenna where it can hit an overhead power line
there are two who will dig without checking with miss utility. At
least you can see the overhead lines. Underground lines are not
maintenance free and when there is a problem it is much more difficult
to locate and repair. So, there are a number of trade-offs and no
"free lunch".
