It appears here that Stuart is talking about center-fed dipoles, but Ron
was talking about an end-fed wire to be used on all bands which would be
1/2-wave long on 80 meters.  The end-fed wire must fed against ground and
it is certainly logical to use a counterpoise as the "ground" in this
situation.
