[Elecraft] KFL1-4 Filter Board Alignment - No go on 14 MHz

Well, after letting number 363 laguish for over two years (Yikes ...
sorry guys, I know that was dumb), I finally built the dog-gone thing
... or nearly so.  Tonight, I began the transmitter alignment of my
KFL1-4 board.  It peaked nicely on 10, 7 & 21.  When I switched to 14
MHz to peak the last band, no go.  "Out" is programmed for 2.0 Watts per
the manual.  However, when I put the K1 in "Tune" mode, the display
reads "P 0.1" and the Bird Wattmeter doesn't budge off of "0".  
 
I carefully re-peaked the other three bands, in proper order, and
arrived at 14 MHz last.  Same story.  The first time around, when I put
the K1 in "Tune" mode while on 20 meters, I received the "P 0.1" display
AND "Out" reset to "0.1" also.  I'd reset "Out" to 2.0 and try a second
time.  Again, putting the K1 in "Tune" mode on 20 meters reprogrammed
"Out" to "0.1" and I got nothing out.
 
The second time, however, "Out" stayed programmed for "2.0" -- but, I'm
still getting "P 0.1" displayed during the tune mode and no output per
the Bird Wattmeter.
 
Any thoughts??
 
 
P. S. -  Hello Tom.  Long time no talk to.  And, it's been a very long
time, indeed, since I was on the reflector.  You're generally a whiz at
