Since the standoffs are intended to never be removed from the control board
(not so for the L-C board), you put the lockwashers between the control
board and the standoffs. When you separate the control board and the L-C
board, it would be cumbersome to place lockwashers between the standoffs and
the board - just keeping them in place until the screws are started would be
a chore, so on the L-C board, the washers go under the screw heads.
You use 2 lockwashers between the standoffs and the control board because
the standoffs really need that extra bit of height (the L-C board relays
must clear the antenna jack housings in the final assembly without placing
stress on either board). There is no other 'magic' to it - just the need
for proper spacing.
I recently assembled a KAT2 for another ham, and I really don't recall any
confusion in the instructions, but perhaps I missed something and just
'assembled by the pictures'. Sorry, but I don't have the instructions handy
to check your page and instruction references - I mailed them with the K2
and KAT2 to the new owner.
