Ken,
An RF choke (and most any inductor) is a bi-lateral component (like
resistors), so you can install them in either direction. My own choice is
to be consistent with the color code markings - I orient the bands so I can
read the value by reading the bands left to right with either the front side
of the board toward me or the right side toward me - but then that is just
the convention I normally use, YMMV. It will be easier later (should you
have to read the value - for checking, repair, mod change, etc.) if you are
consistent with the band direction while building, no matter which direction
you choose.
