[Elecraft] DSP construction question

No doubt this one has already been asked, but I've been away awhile.
At the bottom of page 8 of the DSP manual it says: The capacitor should sit
flush to the PCB, with exposed leads not more than 1/32" (1mm) above the
PCB.
Could someone tell me what this means? If the capacitor is "sitting"
flush, there can, to my mind, be no exposed lead. Does this mean the leads
should be bent so the capacitor body can "lie" flush against the board? Or
what?
