Just to clarify, for dialup users, the Best Current Practice is for
providers to block outbound port 25 traffic or to force-proxy that traffic
to their mailservers.
This will NOT prevent a user for retrieving email from a remote mailserver
however. Mail retrieval occurs on TCP port 110 for POP2/POP3, and TCP
port 143 for IMAP.
The port 25 blocks are put in place to prevent SPAMMERS from using a
throw-away "dialup" account to inject mail directly into a remote
mailserver. If only more providers would follow BCP, we would not have
the spam problems that we have now.
