[Elecraft] K2, two problems

I've just completed building #2838.  

One problem - during the power peaking process on 20M C23 peaks at maximum
(or minimum, I don't know which, but the screw slot is running from front 
to back and the solder spot is toward the flat side on the right.)  I've
checked capacitor values in that area of the circuit and reheated all the
solder joints to no avail.

Other problem - the S-meter reads about S-3 with a dummy load connected.
Doesn't depend on band selection, nor on use of preamp or attenuator.
