OK, here's the explanation.  I had my antenna pointed in a different direction
than usual, and the SWR was a bit higher -- 1.4 instead of 1.3.  But there is a
bunch of stuff between the K2 and the external wattmeter (amplfier relays,
connectors, etc.) so when the external wattmeter reads 1.4, the K2 says 1.5. 
And that's the point at which the reflected power is high enough at 100w that it
will start reducing power.

So...I need to get the swr down just a bit (or get a KAT100).
