Generally, the wiring of T1 is the culprit... wrong lead placement! Seems 
we've had a spate of this recently.

Additionally, crank C55 thru a few full-rotational cycles... maybe 8-10, 
and see if this helps. Some of the trimmer caps still want to exhibit some 
lack of patent connection initially.

Hang a voltmeter at both the FWD and REF outputs (at the TOP end of each 
pot) and see if you can see any DC voltage there when you transmit. This 
will tell you if you are developing ANY measurable output voltage thru the 
directional coupler. If you get one, but not the other, investigate to see why.
