[Elecraft] KPA100 Page 43 test results

I am currently building the KPA100 for my K2 ser no. 2005. Two of the
four test results on page 43 are slightly out of range. D13 cathode is
122 VDC: OK. U4 pin 8 is -26.5 VDC: range is -5 to -25. TP1 is 0 VDC:
OK. And J3 + lead is .1 VDC: range is 0 only. 

What could cause U4 and J3 to be out of spec? I know these are only
slightly out of spec but "numbers is numbers". Power supply voltage to
the K2 is 14.1 VDC (as measured from the same DMM). The fan did go on
and stay on if that means anything.
