[Elecraft] KAF2 RTC problem

After some excellent on the air experience with K2 #2646 in June, I have 
returned after a "real life" break to putting in more add-on modules.
I installed the KAF2. The filter functions seem to perform as expected. 
Band-pass filter adjustments  using spectrogram were a snap.
The RTC seems not to be as happy. I can turn on the RTC from the sec menu 
and I can enter the clock setup and I can get the 01.01.01 and 1-1-01 
displays but can't set the clock. I read and re-read the sequences and 
tried it a number of times. Nothing will change the date. The time isn't 
advancing (if it's supposed to)... I always get 01.01.01 when I power on.
I checked all the usual suspects, soldering etc all looks fine , but the 
voltage checks don't all pass muster.
In particular:
U2 pins 15 & 16 are supposed to be ~3V but are more like 0.4V - but I 
suspect this is OK as this is the PICs resonator and the PIC seems to be 
working - else I wouldn't get as far as I did - I believe.
However, U2 pin2 and U3 pin 1 - which are tied together should be 6V and 
are zero and U2-17 and U3-7 which are also tied together should be zero and 
are 6V
Both U2 and U3 are installed with the correct orientation. ( U3 the RTC is 
has an alternate marking - 7660D/JRC/2001C instead of NJU6355ED, but I 
verified that this was OK with Gary in June) The PIC is KAF 1.00.
Any thoughts, suggestions??
