Did you have the AGC OFF and the RF gain turned down so that the
amplitude of the spike on the display produced by the birdie varied with
the setting of the gain control? 

It sounds like the AGC was holding the signal fairly constant. In that
case you will see the noise floor vary instead of the signal peak..
