It depends on the browser and/or the acrobat plugins in use.

Some bahave as you state, others open up the pdf with Acrobat, and some
give you a choice of opening the file with Acrobat or saving it to disk.

In some instances, nothing works(g), as there might be a difficulty with
the plugin(s).
