Good quality Hemostats are available at larger Electronic distributors.
(Newark, Allied, Mouser, Digikey), Maybe even Fry's.

Ones that might still be made in Germany might only be found at Surgical
supply, (Medical Supply) companies.  You have to be prepared for sticker
shock shopping there for new instruments.

 But check in larger cities for used Medical Equipment places.  Might find
them there, or at flea markets that sell antique Dr.'s office equipment.
Might be some left in the medical cabinets, or drawers of Dentist's chairs.
