Regarding the modeling of radial systems, it can be done with reasonable
accuracy using programs which use the NEC-2 engine, such as EZNEC version
2 or 3, by elevating the entire grounded vertical (including radials) an
inch above ground and using the Real/High Accuracy ground model.

I compared my EZNEC v3 results with ARRL's Dean Straw, N6BV who uses
EZNEC/4 (the $1500 version, which uses the NEC-4 engine and is able to
model buried wires).  My results using EZNEC v3, modeling the radials as
outlined in the paragraph above, agreed quite closely with Dean's results
using EZNEC/4.

EZNEC/4 permits using as many as 10,000 segments in a model, while EZNEC
v3 allows only 500 segments.  Therefore, with EZNEC/4, you can more
accurately model a system with a lot of radials.
