Hi

C76 is not installed. C75 is not used at this time it is installed with the
160 meter option. Make sure all of the varactor diodes are in right and the
correct ones. You should be able to change the voltage a R30 by tuning L30
if not you probably have a unsoldered joint on one of the relays K13 K14 K15
or a missing cap. Check c71 it is easy to mix it up with a 820 pf cap they
look just alike it should have 820 on it not 821.
