[Elecraft] Problem with reference oscillator range

I am doing "Alignment and Test, Part II", and am stuck, nearly on the first
step.
With the frequency counter on TP3, I get a reading of 12089.77 kHz, but only
after
tapping BAND-.  The amplitude is about 0.5Vrms (should be 0.8-1.8 Vrms).
If I then tap BAND+, the frequency changes to an unstable value around 300
kHz,
and the amplitude drops to near 0.

I have checked all the components and solder joints around the reference 
oscillator, and can find no problem.  My thought is that maybe the varactor
diodes, D16 and/or D17 might be shot.  Is it likely that I could have
damaged 
these components by static discharge or overheating while soldering?
Any thoughts on how I might diagnose/fix this problem would be greatly
appreciated.
