[Elecraft] wrong vco voltage reading

Hi

The readings in my manual came out to around 4.6 v for 28000 and 5.8 for
28800. Sounds like you have a bad or unsoldered joint around K13, K14, or
K15 or one of the capacitors close by. I have found it easy to miss a pin on
the relays when soldering them. That's why I always go over them twice.
