[Elecraft] wrong vco voltage reading

I am doing the part 2 alignment and test and on page 58, the vco voltage
readings. I am having trouble with the ten meter band. My reading for 28000
is 8.27 and will not change regardless how much i adjust T5 slug. Now on
28800 the reading is 5.55 and it will change when the slug of T5 is
adjusted.

Now 10 minutes ago just the opposite occured. 28800 was "stuck" at 8.27 and
28000 it was at 5.55

I am stumped and all other bands and frequencies adjust and within the
1.5-7.5 volt range.

Does anyone know what is going on here.
