[Elecraft] K1 HELP/advice needed!!!

Howdy! Im on my way finishing up my 4 band K1. Right now im on the RF Board 
section, doing the first DC Voltage Checks. This is on page 30 of the manual. 
 There are four test points. The second one works but the rest dont. For the 
first(P1 pin15), third and fourth(U3 pins 5 and 6) i get a reading of 0 zero 
volts. The second test point is accurate being supply-.25 ~.3 volts. I tested 
with a battery pack and an ac supply.

What do i do!? Any help/advice is appreciated.
