You should have no trouble getting the rated 10 watts, and probably more
like 15 watts or so on 20 meters with the power control full up.

Since you aren't certain that it ever made the rated output, I'd suggest
checking the "seating" of the bandpass filter trimmer caps, C21 and C23.

Quite some time back it was discovered that some of these caps come from the
factory not making good internal electrical contact. The cap is fine, it
just needs to be twirled around several times to "seat" the mechanical
contact inside. Once that is done, it adjusts and holds the adjustment just
fine.

After twirling them around a number of times, do the transmitter alignment
per the manual and see what you get.
