[Elecraft] Info 080

Hello All !
My friend (He buy this K2 Sn 02412 kit in Germany) asking me to build the
K2 - I agree, I think maby 2nd is mine HI !
Now I'm stop on test part 1, after few seconds I'm got Info 080 on display.
I'm was check;
-supplay  is 12.5V,
-on U1 pin20 and 1 is 6.2V,
-X2 cristalis 4.0, MCU gen. is exactly on 4.000.000kHz,with C22 I can tune
thi freq.
-R6 and R64 is 470ohm,
-resistance between pin 28 U1 and 40 U6 is 1kohm,
-on pin 28 of U1 is 5.0 V
-when I push BAND + or -  voltage on pin 28 of IOC little jumping down.
-I replace U1 piezoceramic 4MHz resonator for new one,
In www.elecraft.com/Apps/INFO080.html You suggest mesuring on pin 28 of U1
for determine is U1 not programmed.
I do it, on p.28  is 5.0V -You say it's empty, I'm asking my friend who
working
with PIC controler to check it.
Is't empty but in the configuration bits oscilator choos as  "RC" .
Weres is my problem , maby problem is RC in ?
