Sounds like you might have the BFO on the WRONG side of the filter on
"Normal" John.... or you have left your RIT/XIT enabled!

A properly set-up K2 will be on exactly the same frequency as the other
station, provided you tune in the other station to be exactly zero beat with
your sidetone frequency. That is, you turn on the sidetone with the SPOT
command, and tune in the other station so the two tones are zero beat.

Once that is done, your transmit frequency will always be exactly the same
is the other stations.

Clearly, that isn't happening for you. I'd reset the BFO frequencies and be
sure that you have the BFO on the proper side of the bandpass. Spectrogram
is a good way to do that. There are excellent instructions contributed by
other owners on the Elecraft Builder's Resources web pages.

You can make both CW NORMAL and CW REVERSE sound very much alike by
performing the "Filter Flattening Mod" for the 2nd XFIL that is also
included in the Builder's Resource pages. While that is most critical for
SSB reception, it will stop that shift in 'tone' you will hear in CW when
using a moderately-wide filter bandwidth and switch between CW NORMAL and CW
REVERSE.
