I believe the reason that was not done, and obviously it could have been 
done, was because 'toggling' inplies that you step thru each selection, 
thus forcing you to go thru OFF, in which case many users would be KILLED 
by the excessive AF GAIN provided when all they wanted to do was to go from 
FAST to SLOW. Having the user take pro-active steps to assert AGC OFF 
implies that he/she has already reduced the gains in preparation for doing so.
