Michael,

There are no generic power-up problems with the K2. Powering off/on (or
changing VFOs) did cure a rare TX frequency shift problem, but we've
fixed that (it was the subject of a recent builder alert). So chances
are your symptoms are due to a bad component, solder joint, etc. 

Appendix E of the manual has detailed troubleshooting and signal-tracing
procedures--I'd start there. The appendix includes circuits for a simple
RF probe (parts are included with the kit), as well as a crystal
oscillator you can use for signal injection. 

Also make sure the RF GAIN control is turned all the way up, and that
you have not turned on RANT (RX ant) in the menu.
