Yes, it changes the spacing of the RF board relatively to the chassis, 
and this could make plugging in the front panel difficult.

Yeah, me, too. But in this particular case, the lockwashers go under the 
screw head. Go figure.

I sent a note to Wayne that he ought to have a diagram or a note about 
this, since it is somewhat unusual.
