If you keep static sensitive parts in their conductive mounts it doesn't
matter. The issue is the voltage between the terminals of the part, which is
why they are shipped in a conductive plastic of some sort that ensures that
all the terminals are at the same voltage.
That done, it doesn't matter much what the voltage the whole container is
at - zero, ten, or ten million volts. As long as all the pins of the device
are at the same level (or the difference between pins doesn't exceed the
design limits) the device is safe.
That is why, once the device is installed in the circuit, it is again safe.
The only dangerous period is the time between when you remove the device
from the carrier that keeps all the pins tied together and when it is safely
mounted in the circuit.
