[Elecraft] Incresing a wattmeter's sensitivity?

Yes, I would try increasing the turns of the secondary winding of this 
transformer (the winding connected to the metering circuit).  It sounds as 
though the primary winding (the winding connected between RF input and RF 
output) has one turn; I would leave that winding alone.
