Good questions.
I would say on band where it is resonant it is called a half wave dipole.
On other bands it is a doublet.  I would append the length to a description
that includes a band lower than half wave, like a "66 foot 80M doublet"  The
doublet moniker tells us it is center fed.While a dipole tells us it is half
wave at that frequency where it is a dipole, but you really need to say
center fed, to be most clear with both.
