I have never encountered a situation in which the preamp needed to be turned off
because of dynamic range issues.  Of course, the guy down the block with the KW
has moved, and I don't have a multi-transmitter contest station!  However, I do
often turn it off simply because then I can run the RF gain wide open and let
the AGC contol the volume without hearing loud background noise.  As you say,
the noise blanker definitely does degrade performance and should only be on when
needed.
