The rule allowing fully-charged batteries at the beginning of Field Day
makes sense, if you think about it.

Field Day is (partly) a disaster-preparedness exercise, and any ham
expecting to rely on batteries as an emergency power source would be
prepared with a fully-charged battery at all times, should disaster strike,
not a discharged one.  Furthermore, the battery would typically have been
charged from commercial mains before the disaster, rather than from a
natural or emergency power source.
