Try a Torroid on the power cord as well.  Sometimes they are the source of 
the noise.  You also might want to see if you can get into the 
case.  (Screws hidden under the rubber feet are a common trick.)  A couple 
of appropriately sized filter capacitors would be a good thing.

As a last resort, a good old linear supply for the laptop may be just the 
trick.  Some of those Compaqs ran on 13.8V, so you might be in luck 
there.  Another trick may be to put the supply in an RF tight box, and use 
feed through capacitors to get the inputs and outputs connected.
