Actually any IP you create not specifically excluded on your employment
contract (when you joined) belongs to IBM if they want it. I.e. they have
first right of refusal. Your manager can give you permission to work on an
open source project in your spare time. You will probably have to complete
the IBM legal training class on open source first.

I am not a lawyer, YMMV. My guess is IBM will have no interest in GPL ham
radio utilities and tell you to go ahead.

Oh, and you should use Python :)  Regards to the list.
