Heck, unless the LDG requires a minimum of 20W to tune, you sould even go 
lower... say 5W-10W to do the tuning.

The relays, the capacitor working voltage, the physical size of the 
toroids, and  to some extent, the gauge of the wire in the inductors are 
all limiting factors.

I don't expect the Elecraft QRO tuner to be significantly different in 
basic design, but it will use heavier-duty relays, caps with a higher 
rating, and probably larger wire and toroidal cores, to handle the 
increased power.
