You didn't specify that you were checking for 8T in the transmit or
receive mode.

You will get 8T only while transmitting.  When "TX" goes high on the gate
of Q3, this will turn on Q3 and therfore turn on Q1 allowing the 8 VDC
(8A) at Q1's emiiter to pass thru to its collector.

Q3's gate should be 0 VDC when receiving and 5 VDC when transmitting. 
"TX" originates at pin 27 of U6 on the control board.
