[Elecraft] :( Please help with KAT1 debug

I've probably bugged the guys at elecraft enough, so I'll kick this one out 
to the whole group.  I'm working on K1 s/n 1197, and have completed the 
basic 4-band kit.  No problems with that part, except when I dropped an IC 
and rolled over it with my chair when I backed up to look!  No problem, 
Elecraft came through in just two days with a replacement (wow).  I had no 
trouble aligning the four bands, everything seems in order, and I'm making 
contacts.

Last night I tried installing the ATU and got the dreaded "three dash" 
message in the ATU menu setting.  I've got ATU board C, and RF board E, so 
installing the ATU involved changing the P3 jumper on the RF board and 
removing the J2 pin 2-10 jumper on the filter board.  I went through the 
troubleshooting section on p. 14 of the KAT1 manual, everything seems to be 
soldered in the right place, no shorts or cold joints that I can find.

Still, the three dashes.  I'm at the limit of my meager technical 
knowledge...any suggestions on where to look next?
