I think you have mistyped your serial number.  #2498 is sitting here in the shack and
has been alive and kicking since Easter - 118 DXCC countries on it in fact!  And it
does not exhibit the roll off in power at higher frequencies that many recent
builders are experiencing.

I wonder if Elecraft have had a bad batch of pa transistors causing this problem?
Certainly mine produces 18W on Top Band and 10.5W on 10m with no tweakings required.
I have been helping John G3NCN with his K2 which has this problem and making little
progress.  It does seem strange that all of a sudden we have loads of K2s with power
output way below spec, and is probably something far more fundamental than is being
suggested.
