Bob,
You should have at least 10 watts of power on 10 meters (assuming you are
feeding a 50 ohm non-reactive load - like a good dummy load or a properly
tuned antenna).
The low pass filters as well as T4 can reduce your power output.
Check T4 (and T3 too) for the correct number of turns. Gary Surrency has
said that T4 works much better if the turns are interlaced rather than just
overlaid. If you rewind T4, be certain to use teflon insulated wire.
Take a good look at your low pass filters - count the number of turns on the
toroids, re-check the capacitors for the proper value installed in the
correct holes, recheck the solder joints in that area.
