[Elecraft] 17M Problems-K-1

Having trouble with my K1!  I can get three of four bands tuned, but 17M is
being stubborn.  I am hearing a signal on frequency (it's faint), but I'm not
able to raise it to two watts output.  All other bands are working. 
Ironically, I was not able to get anything on 40M but could get 17M to
transmit.  In tweaking and re-heating solder joints, I lost 17 but got 40
(!?).  All torroids are well tinned and have the correct number of turns.  I have gone through both the KFL!-4 and RF board manuals a second time to ensure that everything was installed, and all solder joints have been re-heated to ensure no cold joints.  The funny thing is, when my hand nears or touches tooroids T3 and T4, on KFL1-4, the signal jumps 2 to 3 bars on the S-Meter.

Any ideas are greatly appreciated, but keep them as simply put as possible. 
I'm relatively new to Amateur Radio and brand new to kit building.
