[Elecraft] KAT1 Power Calibration Question

I am doing the power calibration for the KAT1 using an RF probe.  The manual
says to adjust the power out while in tune mode to have the DMM show about
14 VDC.  Then R1 on the KAT1 is adjusted so that the display shows 5.0 watts
(p. 10).

My question:  wouldn't 14 VDC correspond closer to 4 watts?  I thought 5
watts to a 50 ohm load would show closer to 16 VDC when using an RF probe.
