[Elecraft] VCO output TP1 reading 0000 kHz

T5 continuity is good both sides and in phase; it looks right to me but
still get 0000 kHz at TP1
I made some more measurements and need your comments
DC voltages at
U6 Pin 7 is only 17 mV
U6 Pin 6 = 5 V
U6 Pin 5 = 4 V
Q18 Drain = 6.2 V, S= 0.6 V, G = 0 V
U3 pin 6 = 4.4 V
U4 pin 7 = 5V
Q16 base volt = 0 V
Q16 coll volt = 8 V
T5 port 3 = 0 V
T5 port 4 = 0 V
V (R30) = 17 mV

Resistance checks
R13 = R14 = 5K (not 10K)
R18 = 500K (not 1 Meg)

Volt regs are good
