No .. but -10 vs. +5 sure looks like a clue. By J4 I assume you mean 
J1-4?  Are you making the measurements with no computer connected per 
the manual?

The test re J 1 pin 4 says:

"4 ALC Automatic Level Control from an external amp to the SSB
adapter. Refer to our web site for related application notes."

So I'm not cetain what makes that voltage 4.5 V per the DC voltage chart.
