Tom,
The current drawn is determined by the resistance of the load and the
voltage of the source. A motor designed to draw 1 amp from a 12 volt
battery will only draw 1 amp from that battery even if the battery is
capable of supplying 200 amps. You don't need anything to limit the
current flow. I suspect you have a short somewhere in the wiring to
the screwdriver motor which is causing the fuse to blow when you
connect it to the battery. Recheck your wiring and look for shorts
with a multimeter.
