[Elecraft] Info 080 problem v4

Well I looked at the info 080 troubleshooting note:

The MCU is operating at 4MHz (when measured with the freq probe f = 
3999.98MHz close enough I think!)

Auxbus between MCU and IOC is not broken

Voltage at pin 28 on the IOC is ~6.2V (same as +ve supply voltage out of the 
6v regulator) so the IOC is presumably programmed?

And did a '456' reset but now the LCD shows garbled letters.

Any one got anymore ideas? If not then I will request a new IOC.

Just as I thought shouldn't the IOC be running on 5V like the MCU?
