[Elecraft] Possible Info 080 problem v3

Do a search on "INFO 080" on the Elecraft website and pull up the
application note on INFO 080.  It will help you diagnose whether you have a
bad, or unprogrammed, IOC.  If so, Elecraft service will get a replacement
to you immediately.  After installation of a new IOC, you will have to do
the '4,5,6' reset again.  The MCU or rest of the radio are not harmed ... a
working IOC and the '4,5,6' reset should be all that is required.
