Novices and Techs-plus can do phone on 10 meters between 28.3 and 28.5. 
I think that was on the old element 2 Novice test...as was the 
importance of grounding, if I recall. :-) Phone doesn't hurt if you do 
it right...but taking "lollipop" literally isn't on the "doing it 
right" list.  :-)
