[Elecraft] VCO Alignment Problem

I had this same problem, - the usual troubleshooting in the back didn't
pinpoint it that well, until I noticed that the nearby VCO chip wiggled - I
completely forgot to solder it in, so I'd say check solder connections in
the circuit.
