[Elecraft] VCO Alignment Problem

Greetings, all.

I just reached "Alignment and Test II" for my K2 and I have a problem with
the VCO alignment.  The voltage on R30 is just over 8 volts and stays there
as I tune L30.

4 MHz Oscillator is good, as is the PLL Refernece Osc. Range.

Parts appear to be correct and correctly installed.  My next step is to take
a turn off of T5, but before I do that, I was wondering if any of you have
experience with this and maybe some suggestions.
